The CLOSER project is aimed at building a network of operational CSIRT teams in CIS and other countries. Main benificiaries of the project are research and academic networks which are natural environments for national CSIRTs and future catalysts for new teams within ISPs, governemnts etc.

This goal is realised with the following activities:

  • Coaching and mentoring activities of emerging CSIRTs (those who benefited from previous NIGs devoted to instructor training and equipment delivery) by existing and mature teams. At the first stage of the project, the recently created CSIRT teams will be assisted in reaching basic operational capability (establishing basic communication channels for incident report purposes, installing and maintaining an incident tracking system). After reaching that stage, support will be provided to resolve possible issues related to everyday CSIRT work as well as the usage of the software systems.

  • Establishing organisational standards and procedures for incident handling in coached CSIRT teams based on mentors experience. This includes common classification schemes for incidents, allowing for comparison of incident characteristics across teams. Specifics of Silk and Balkan countries will be taken into account.

  • Introduction of new teams to international forums (like ENISA, TF-CSIRT, FIRST), allowing for exchange of knowledge and experience as well as setting platform for operational exchange of information and common incident handling world-wide.

The CLOSER project is funded with a NATO grant and delivered by CERT Polska in cooperation with SURFnet-CERT, CEENET and others.
